On reading the fine print: the flash drive appears to be bundled with the anti-malware software it's being sold with (Total Defence Premium Internet Security Bundle), and the rebate is really on the software. According to the rebate "how to claim" info, the software must be activated (requires a credit card) in order to claim the rebate.
